is more than just files and paperwork. 
It requires a system with a common management framework that will make it work"

According to Gavin Johnson the system should:

Be a process to help management Be kept alive and regularly resourced Be relative / one set of rules for all people / for all jobs Be developed to suit the organisation Be auditable and have the ability to change Be a help not hindrance
