Gavin Johnson (NZIM; Gavin Johnson & Associates) a speaker at the DHB Occupational Health and Safety Conference last October, stated that:

It requires a system with a common management framework that will make it work"

According to Gavin Johnson the system should:

  1. Be a process to help management
  2. Be kept alive and regularly resourced
  3. Be relative / one set of rules for all people / for all jobs
  4. Be developed to suit the organisation
  5. Be auditable and have the ability to change
  6. Be a help not hindrance
